Beijing Committee of CPPCC
Beijing Committee of CPPCC is composed by representatives from CPC, democratic parties, non-party personage, mass organizations and people from all walks of life, compatriots from Hong Kong, Macao and Taiwan as well as returned oversea Chinese and specially invited personage. It sets up committees for different circles.

According to the regulation of "Constitution of the CPPCC", every session of Beijing Committee of CPPCC has tenure of five years. Such positions as chairperson, deputy chairperson and secretary-general are set up.

Deputy chairperson: Shen Baochang,Tang Xiaoqing,Chen Ping,Zhao Wenzhi,Xiong Daxin,Fu Huimin,Ge Jianping,Wang Yongqing,Ma Dalong,and Cai Guoxiong.

Beijing Committee of CPPCC has a Standing Committee to preside over daily affairs. The Standing Committee is composed of chairperson, vice chairpersons, secretary-general and standing members. The candidates are nominated by different parties, organizations, nationalities and people from all walks of life of Beijing Committee of CPPCC through negotiation, the final membership comes out through the voting of the plenary session. Chairperson of the committee presides over the daily work of the standing committee, vice chairpersons and secretary-general assist the chairperson. Chairperson, vice chairperson and secretary-general form a Chairperson's Conference to handle important daily work of the Standing Committee.

According to the requirement of daily work, Beijing Committee of CPPCC sets up special committees and other working organizations. Special committees are regular activity bodies under the leadership of Standing Committee and Chairperson's Conference. Each special committee has one chairperson and several vice chairpersons and members. Special committee sets up general office as its administrative body.

The 11th Beijing Committee of CPPCC has 9 special committees, including Committee for Handling Proposals, Committee for Economic Affairs, Learning And Historical And Cultural Data Committee, Committee for Science and Technology, Committee for Urban Construction and Environmental Protection, Committee for Education, Culture, Health and Sports, Committee of Social and Legal Affairs, Committee for Ethnic and Religious Affairs, Committee for Liaison with Hong Kong, Macao, Taiwan and Oversea Chinese.

According to the regulation of "Constitution of CPPCC", Beijing Committee of CPPCC sets up General Office, which conducts work under the leadership of secretary-general; several deputy secretary-generals to assist the work of secretary-general. It also sets up other working organs as Research Office and Personnel and Liaison Office.

CPPCC members

CPPCC members come out in the form of negotiation and recommendation. The quota and membership of each committee must be approved by the Chairperson's Conference of the last committee and decided by the Standing Committee.

CPPCC members are representative characters in each field and circle with social influence and ability in the management of State affair.

The basis requirements on CPPCC members: have ardent love for the country; uphold the leadership of CPC and socialist course; safeguard national unity; observe constitution, laws and regulations of the state; keep in close touch with the mass; learn and reflect the desires and demands of the mass and participate in conferences and activities organized by the committee.

Democratic rights of CPPCC members: the right to vote, and to stand for election; the right to give criticism and proposals on the work of the committee; the right to fully show various opinions through conference of the committee and organization, participate in major policies of the state and key local issues; the right to give criticism and proposals on state organs and their workers; the right to report and disclose acts of breaching discipline and laws and participate in the investigation and examination; the right to proclaim the quitting of CPPCC; the right to ask for reconsideration when receiving a punishment of warn or abolishing the membership. CPPCC safeguards the democratic rights of its members in performing their functions by law.

Obligation of CPPCC members: observe and implement CPPCC constitution; observe and implement resolutions made by CPPCC conferences. If dissenting, one can proclaim the reservation of difference under the premise of implementation unswervingly.
